What exactly does it block???

It's Web proxy. It can't block apps by name or package name. It blocks port 80 and domains. You can restrict specific domain in "firewall" menu option. Long press on domain. It will show you a dialog box. Deny access or delete rule. If you tap outside dialog box then dialog box close.
